To get the recycle tool in Growtopia, you need to become a supporter. To become a supporter, you need to either buy any amount of gems in the store or complete one of the many Tap Joy offers that are provided in the store. Many of the Tap Joy offers are free so you do not necessarily have to spend money to become a supporter.

Gems can be obtained in Growtopia by either breaking blocks, breaking trees, or recycling items. The higher the rarity of the item is, the more likely you are to receive more gems. For example, you have a better chance of receiving gems from chandeliers (rarity 87) than from dirt (rarity 1). You can also buy gems with real money from the gem store in the game.
First get the Supporter, then you will receive the recycle button in your inventory. Click on an item you want to recycle and click on the Recycle button. AND BOOM. You can get gems! The rarer the items, the more gems it gives out.
