Defeat Commander Saturn at Lake Valor , Fly to Twinleaf town and defeat Commander Mars at Lake Verity and then once you return to Mt.Cornet on your way to Snowpoint city the Galaticmen will not be there.

Do you mean when you want to go to Lake Acuity? If yes, then you must first defeat the Snowpoint City Gym Leader. After that go back and you'll be able to access to Lake Acuity, if you're playing Pokemon Platinum, you will need HM08 Rock Climb which is available in the snow on the way from Mt. Coronet to Snowpoint City. Its near a house with a hiker in it, and keep your eyes open! ^.^
