You must first go to one of the buildings in goldenrod city, the one with all the flowers and a lady tending to them, she will give you the "Squirtbottle" (only if you have whiteny's gym badge ,goldenrod city badge)then go back to the tree (which is actually the Pokemon Sudowoodo) and use the squirtbottle on it. you might want to save before you do cause you can always catch the Pokemon and raise it.
