You go around him! Well... if you can't then simply go into the hotel and get the Rat Suit... if you don't know what the Rat Suit is; then go down into the 'Basement' of your hotel. Instead of going to the Reactor Room, take a turn to where you would normally go to the Freezer (Place with Punch Bag.) Find the lockers and literally walk through them! Go right and find the Rat Suit. Put it on. You are now Rat Woman/Man!
Now go to the desert, scare Jimmy The Neck and do what you need to do!
