When you go to the mine on your map, go into it. Then go past Puffle Rescue (straight ahead) and walk over to the helmets. Pick one up by clicking on it then put it on with nothing else and dance!

You should then have the hat! If you would like to use your hat go into your inventory and click the hat to wear it. Then take of all of the clothes you have on your club penguin except for your hat.
