How do you get magmarizer in heartgold?

In Pokémon HeartGold, the only way you can get a Magmarizer is by going to Cinnabar Island and using a Pokémon that knows the Rock Climb HM to go up the rock scale walls. You'll see a PokéBall item up there which will be the Magmarizer.

The only way that I know how to get a magmarizer is in Kanto. It is on Cinnabar Island. You need to have rock climb to get it. You get the HM rock climb in Kanto. It is on the left side of the island in a pokeball. Hope I was of help. If anybody knows where you can get a magmarizer in Jhoto please improve my answer.
