The only way that I know how to get a magmarizer is in Kanto. It is on Cinnabar Island. You need to have rock climb to get it. You get the HM rock climb in Kanto. It is on the left side of the island in a pokeball. Hope I was of help. If anybody knows where you can get a magmarizer in Jhoto please improve my answer.
