well to get there you go across the bridge and then go to the left and use surf.but the guy is still there.to get him to move beat the E4 and you have to own 60 different pokemon.talk to prof. oak in pallet town.he will give you the nat.dex.then you go to vermill city and go to the dock and sail to island one talk to celio.he'll give you a rainbow pass(which allows you to go to islands 4,5,6,and 7.beat those islands(by giving the ruby and sapphire to celio)and the machine will be fixed.then you sail to vermill,fly to cerulean city,and go into the cave.if you can find your way through the cave the prize is a LV. 70 mewtwo(if you can catch it)
