Before you can get into the HQ, you have to:
- Beat the Gym Leader (Maylene, the Fighting type leader)
- Help Lucas/Dawn fight off the Grunts outside the Warehouse; you'll get the Secret Key that the Grunt dropped
- Enter the Warehouse
After you finish talking to the Looker, pick up the HM Fly and head into the HQ. The Secret Key will let you pass the steel doors. Good luck!
