The "Elven Armor" is held by Azani Blackheart who is located at a large Ayleid ruin called Atatar. You can find this ruin somewhere between Bravil and Leyawiin. Although Azani does not have a -Full- set of Elven Armor he has the most complete set you can get without having to be a high level. He is however very tough to beat. Killing Azani Blackheart is part of a Fighters Guild quest called "Azani Blackheart". You will also find a Sinweaver on him which does Fire Damage and Drain Fatigue.
There two "best" armor types in Shivering Isles. Perfect Amber is the best light armor, Perfect Madness is the best set of heavy armor.
just run around killing bandits and stuff like that. there's not many shops that sell orc stuff, but there are some. it's just about luck, really. i have everything except for the shield. Why would you want Orc suit when there is deadra armor or however its spelled To get the full orc armor do the deadric quest Azura's shrine and the orc vampire has the orc armor on or in it's tomb.
If you are a true oblivion fan, then you should know how to get it already. However, if you are new to the game then here's how. close the final oblivion gate(the big one) eventually you will get to the part where merunes dagon is attacking, and martin will light the dragon fires(of course dagon and his men will put up a fight) After you save the day, a dude(i forgot his name) will talk to you and tell you about the armor. A full set including shield provides an armour rating of 40 base, modified by your skills.
You have to be Level 15+ then Bandits will start dropping them.
As you level up you will find that rare armor starts to appear in the game on bandits and other humanoids The higher your level, the more you will start to find and the more it appears. First is dwarven, next is elven, and so on. I will advise you to aim for better armor though, such as dadric armor or glass armor.

in oblivion, there is a cave called mudbath cave, look for it around chedynhall and inside once you reach the third section, there is a tent, inside this is about 10 chest and inside each there is a full set of different armours.
There are six main types of light armour in Oblivion: Fur, Leather, Chainmail, Mithril, Elven and Glass. They are all leveled, so different armour will show up at different times depending on your level, although there are exceptions and three or more are often available at one time.
