Click on that and hit Force Update, and it should change to will force! You will have to re-install any mods you would like again as that deletes all mods. Did you buy minecraft? If you did, then keep logging in. After logging in AT LEAST ONCE, the not downloaded text will never appear, and you can press "play offline!". But if you accidentally delete minecraft off of your computer, you have to log in again.

I'm pretty sure there isn't one, but if you're referring to modloader, just delete your bin folder (/%appdata%/Roaming/minecraft/bin on windows) and force update the next time you launch minecraft.
You delete the old one you're using which is quite hard so you should just force update Minecraft and drag the .jar files in minecraft.jar and then delete META-INF.
