The easiest way to delete a minecraft mod is to force update. When you start Minecraft, where you hit log in below that there is an options button. Click on that and hit Force Update, and it should change to will force! You will have to re-install any mods you would like again as that deletes all mods. If you don't want to do that you can go through your minecraft.jar and delete the mod file by file.

I'm pretty sure there isn't one, but if you're referring to modloader, just delete your bin folder (/%appdata%/Roaming/minecraft/bin on windows) and force update the next time you launch minecraft.
