what u do is in firered or whatever u beat elite four 7 times and then u go to oak and battle him he has all 3 starteers lv100 so then u get mew from him then raise that to lv100 and he will give u celebi. or u could beat elite 4 7 times then go to rock or wayward cave and look for mew2 then go to oak
