You mean the one blocking you by the bridge near Vermilion City? Its a Pokemon called Snorlax and can be only woken up by something called a Pokeflute. To get to Lavender Town, Snorlax is blocking your way BUT there is another way. Beat Gym Leader Misty (Cerulean City) and get cut from the S.S. Anne Shipmaster. Cut the tree to the right in Cerulean. Keep following that path with all those trainers and get to Rock Tunnel. After you go through rock tunnel, Keep following the path downwards and Lavender Town's there!Pokeflute is located in Pokemon Tower
