Its not really really rare its just rare but you can find it at Mt. Coronet if you go through the way near spear pillar right when your about to use rock climb use it again and run around the rock and a Absol should pop up.
I caught it with my second shot. It may take longer you just have to be patient and i'd recomend using a Pokemon that can use false swipe because it always leaves the foe's HP with 1 left.
