If you want to go to Blackthorn City, you must defeat Team Rocket in Goldenrod City. Go to the Radio Tower. You will see a Team Rocket Grunt member guarding the stairs. He will say you are only allowed past if you have a Team Rocket uniform. Go to the Goldenrod Tunnel. Where you would normally find two men with a camera, a Team Rocket member will be standing there. Talk to him and he will think you are a newcomer and give you a uniform. Go back to the Radio Tower and talk to the Team Rocket member again. He will let you through.
