First you need Pets. Having that, the sims can adopt a pet, using the phone, and choosing from whatever is available. You can build a dog like you do a sim, but only adults or elders. Puppies and kittens, for some reason, you have to either adopt, or breed. For that, you need a male and female, of course, and they have to really like each other. Then you need a HOUSE, not just a pet bed, so they can have privacy. Once they like each other, and you have the house someplace, have a sim encourage one to make puppies or kittens with the other. Then, wait, as you would for a baby.
