Poliwag is a fairly common Pokemon in Soul Silver. It can be found on Route 6, 22, 28, 30, 31, 35, 43, 44, and 45, as well as in Violet City, Ecruteak City, Blackthorn City, the Ruins of Alph, Ilex Forest, Mount Silver, the Cliff Cave, Viridian City, and the Cerulean Cave. Try both Surfing and fishing with multiple Rods, and you'll come across one fairly quickly.
You can also find it in the Safari Zone and using the Pokewalker routes "Beautiful Beach" and "Blue Lake."
