I think you mean Raikou.In leafgreen or firered you pick squirtle for your starter. Then when you beat the elite 4 it appears anywhere at random. (MOST COMMON AROUND ROUTE 6)

u can get entei if u choose bulbasaur or sucuine if u have charmander
