I'm afraid you can't catch Jirachi in Pokemon Soul Silver. You have to have a Nintendo Gamecube, a Gameboy Advance/SP, the Pokemon Colosseum Bonus Disk with *Special Gift Jirachi,* Pokemon Ruby/Sapphire, and a wire to connect the Gameboy Advance/SP to the Gamecube. Then, you download Jirachi onto your game, and Import it onto your Soul Silver game via Pal Park (I believe it is in Fuchsia City) and then you have a Jirachi! I hope that made sense and helped you get a Jirachi.
