after you beat knives go into the cauldron by the cable car (it's just a little cave a tiny bit SW of the cable car) have one of your pokemon know strength, then go north as far as you can then take a left there will be a couple boulders below you, save the game there (or have a pokemon know DIG) because there is a possibility that you will be locked in if you move the boulders with STRENGTH incorrectly. the correct pattern is: 1st boulder down 3, 2nd boulder down 1, 2nd boulder left 1. that should get ya through. then just follow the path down and right and there will be a pokeball with a fire stone in it.
