In Hearthome City there's a woman named Bebe in the house next to the Pokemon Center. She will give you your first Eevee in the game (you do not need the National Dex in Platinum). Eevee has a 87.5% chance of being male, and only a 12.5% chance of being female. If you make sure to save before Bebe gives you your Eevee, you can turn your DS off and just keep trying until the Eevee you receive is female. (this also works to change it's nature)
If for some reason you cannot do this with Bebe, you can always wait until you have beaten the Pokemon League, and obtained the National Dex, to talk to the owner of the Trophy Garden until he claims there are Eevee's in his garden. (he adds new Pokemon daily, but you can use that same restarting trick to keep trying for the one you want) However this way of doing it may prove frustrating, as you'll have to deal with both Eevee's 5% wild encounter rate, as well as the 12.5% female rate.
