To find feebas, you need the route "Quiet Cave" -which is the LAST route you unlock on the pokewalker. (With an exception if you can fufill the required events- which unlocks more bonus routes....)
After walking 500 steps there, you can find a Feebas.

You can't, the only way is to transfer it from a Pokewalker. To do that, you have to have unlocked Quiet Cave, and Feebas will be one of the wild Pokemon that appear when you use the PokeRadar. Catch it, then transfer it to your SoulSilver.
