The fish/water Pokémon Feebas can be found in the Quiet Cave route, only in the Pokéwalker, and thus transferred back to the HeartGold and SoulSilver versions of Pokémon games.

One you have the National PokéDex, and you have all 16 gym badges, then you can use the Pokéwalker to get to the Quiet Cave route, which requires a total of 100,000 Watts to be obtained. In other words, after taking roughly 2,000,000 steps, then you can have the chance to catch Feebas in Quiet Cave, and then transfer it to HeartGold or SoulSilver.
