you can get a challenge letter at the spinda cafe from a Pokemon to the left when you enter.if you do not get a challenge letter, it will be a letter asking you to explore a dungeon with a legendary at the end(no body will give you a letter like that after you rescue scizor) ,a Pokemon asking for help, or magnemite or magnezone asking you to arrest an outlaw. hope this helped. you can rescue scizor by talking to mr. mime after reaching sky peak summit with shaymin
