To get the final trap frame, make sure you have NO other toontasks in progress. Make sure you completed all Laff+ tasks, jellybean bank+, teleport access, gag pouch+, and all OTHER frame tasks are completed, and last but not least, NO Just For Fun tasks. This happened to me, but I knew what to do. :)
How do you get your 16th frame in gag training on toontown?
Well you can't have any toontasks at the time and you have to have finished 1-15 of the other frames. You just go to an HQ officer and You will probably get a toontask to go to a post office. Hope This helped.

There actually is a 16th gag track. I just happened upon it in my own toontown account. However, it says you have to become a member in order to do it. I found that you just have to go to the npc and get the task(its a very long but easy task).
