Burglars, will attack at any point, most likely when your sim is at work. Best to buy a alarm and the police will come and arrest them.
If you want them arrested, you have to have an alarm in the room they steal from. Each alarm covers only the ONE room. You can't place outside unless you use the move objects cheat. If you don't want them arrested, leave out the alarm. Your sims can, maybe, fight them. They can, of course, call the police, but without an alarm, the burglar usually escapes, with some of their possessions. You can SHIFT+CLICK on the mailbox to summon any NPC (non player character), including the burglar. I usually see them at night when the sims are all sleeping.
