Here is how you get a Zorua in Pokémon Black and Pokémon White:
First you need access to the special movie Celebi that was released at GameStop stores in the U.S. You'll need to make your way to Castelia City, and then, after you get to the Central Plaza (where the water fountain is), go down that street and go into the last building to your left that has an entrance; the Name Rater in this building will be a signal that you're in the correct place.
Head up the elevator and then talk to the guy in the bottom right; he'll ask you for a password, which is "Everyone Happy" and "Simple Connection." After saving your game, find the "Relocator" option which will be among the "Continue, New Game, Mystery Gift" options. After you've selected the Relocator option, it'll prompt you to prepare the other DS game; this is when you insert the game that has Celebi in it, turn it on and click on "DS Download Play" - this will locate the Relocator signal, which you'll have to select.
The DS that has Black or White in it will locate the signal and it'll tell you how many Pokémon you have that it can send over. You will not be given a choice regarding the ones you want sent over. But provided you have Celebi, Raikou, Entei and Suicune in the same game, and they're all in the PC, they'll all be sent over.
After confirming your choice, it'll complete the process and then you'll be able to go back into your Black or White game and then head to the Game Freak building in Castelia City with Celebi in your party. Talk to the lady there, who'll let you have Zorua. At this point, you can select whichever Poké Ball you want him in. Other ways to get Zorua include getting Zoroark in the Lostlorn Forest while you have 1 of the special event Gamestop, Wi-Fi or movie Shiny Legendary Johto Beasts (Raikou, Entei or Suicune) in your party and then breeding the Zoroark with a Ditto or anyone compatible in its breeding group and this will result in a Pokémon Egg that will hatch into a Zorua.
In order to get a Zorua, you must first have a special celebi that was given out. Then you must transfer it to Pokemon Black/White using the Pokemon Relocator. Have celebi first in your team and head to one of the buildings in Castelia City. Zorua is disguised, but is next to a female character on the bottom floor.

No, Zorua and Zoroark are not Legendaries. However they should be since the only way to get them is through a fateful encounter event from trading the Shiny Legendary dogs and Celebi over to Black or White.

The only way to catch Zorua in Pokemon Black or White is to have it traded by someone else (Zorua can be bred). You may also get it as a future event Pokemon.
