To get a Fire Stone you'll have to get to Kanto, after beating the Elite Four. Then you go to Bill's house north of Cerulean and talk to his grandfather. He'll ask for several Pokemon he wants you to show him, and after showing a Vulpix, you get your Fire Stone.
