You can get a Dratini in the Dragon's Den. I warn you, it is VERY hard to get one in the Dragon's Den. You usually get Magikarps in the Dragon's Den, it's rare to get a Dratini, but here's an easy way: when you go to the Dragon's Den, surf to the other side (you'll also need a Pokemon the knows whirlpool) and go inside the small building. Talk to the old man straight ahead, he'll give you a Dratini. This only works ONE time. If you lose the Dratini the old man gives you, you'll have to find a new one the hard way. (Or you can get a Dratini in a trade at Goldenrod or with a friend.) Good luck!
