How do you get Umbreon on Pokemon silver?

First, you need to obtain and Eevee from Bill. To do this, the you need to go into the Pokemon Center in Ecruteak City. There, Bill will tell you about the time capsule and how you can now trade with people from the past (AKA, with Red, Blue and Yellow Versions.) After that, return to Goldenrod City and find his house, located by the town's Pokemon Center. When you talk to Bill, he will give you an Eevee.

Now comes the fun part. Unlike Jolteon, Vaporeon and Flareon, Eevee's phychic and dark type evolutions aren't evolved with elemental stones. Instead, it will evolve into either Espeon or Umbreon when it has reached the maximum level of happiness. Eevee will evolve into Espeon when it has maximum happiness and it levels up during the morning or day time, and it will evolve into Umbreon when it has maximum happiness and levels up during the night. To raise a pokemon's happiness, there are several things you can/have to do.

-Keep it in your party as much as possible.

-Battle with it and level it up

-Keep it well healed and dont let it faint frequently.

-Give it items to hold. An Everstone is a good choice if you dont want to worry about it accidentally evolving into the wrong Pokemon while you are playing. A type-boosting item is also good for it hold (such as the Pink Bow.)

-Have your Pokemon groomed. You can do this at three different places in Silver, Gold and Crystal. The first two places are the Haircut Brothers in the Underground in Goldenrod. They charge a small fee (300 to 500 pokedollars) and will raise your Pokemon's happiness more depending on which brother you talk to. You can also take your Pokemon to go see Daisy in Pallet town where she will groom them for free (this is after you beat the Elite 4 and gain access to Kanto.)
