Here is how to get Suicune in Pokemon HeartGold. First, you have to release it along with Raikou and Entei at the Burnt Tower. (Entei and Raikou are randomly found in the wild, they run after you make your move.) Next, you have to find it in various Johto locations.

1. Suicune's second appearance after the Burnt Tower will be in Cianwood City.

2. The third appearanceSuicune's third apperance will appear Once you've found it in those 2 locations it'll leave Johto and head over to Kanto, where you'll have to find it in Vermilion City, then in Route 14, and then last but not least, Route 25 after Misty has returned to her Gym. Once you beat Misty go to the end of Route 25 this is where you battle Suicune. If you defeat it then it'll regenerate and reappear at the Burnt Tower after beating the Elite 4 and Lance.
