One is via a Nintendo event, where the ticket that allows for your travel to Ho-Oh's island is transferred to you. These events are now quite rare unless you are willing to travel. Your best option would be number two. The second way of getting Ho-Oh requires you to have Pokemon Colosseum for GameCube. Once you complete the story, you may transfer a Ho-Oh to your LeafGreen version. Lastly, if you know someone who has a Ho-Oh, get them to trade it to you. This is also unlikely. That is why I recommend the second option
