well first what you do is go to azalea town and beat team rocket after that you have to beat the gym leader aswell then head east to the forest (i forget the name) then you help the guy in front of a small tree he asks you to catch his farfetch when you catch both of them a guy comes along and give you the hm for cut. and that's how you do it. (also before you head in to the forest you have to face your rival) hope this helps.
