To evolve Golbat in Crystal, you have to make it happy and through friendship. Give it haircuts everyday; let it battle and win; let it hold items; use items on it (like potion, berries, water bottles, lemonade, soda pop).
Items can be purchased at the Goldenrod vending machines in the upper levels of the store.
There is a cheat for the haircuts. Go to the underground in goldenrod, save right before you get one and usually it will say "golbat looks happy, happier, or a little more happy. After you save give it a haircut, if it has any of those type of messages, shut your game off and keep retrying it until it says "Golbat looks delighted."
