How do you fully raise an Eevee to evolve into an umbreon or Espeon?

This is a very long process with very unique and difficult steps that take time so if you are not prepared to do this and would rather receive an Espeon or Umbreon in a trade, do not read on.
First, somehow, maybe from Bill in Goldenrod City (Soulsilver/Heartgold) or an egg from the Day Care, get a regular eevee. From here, you must carefully raise it and try your EXTREME hardest to NEVER and I mean NEVER let it faint/die in a Pokemon battle. You want to have a relationship with this Eevee that is very strong and if you were to let your Eevee get severely injured well duh it's just going to be mad at you and not get close to you. It's good to walk it around (HG/SS) a lot with you and have it as you first Pokemon in your team ("Partner Pokemon" slot). I also HIGHLY HIGHLY HHHHIIIIIIGGGGHHHHHHHHLLLLLYYYY (okay you get it) recommend that if you have HG or SS that you bring your Eevee with you in your Pokewalker. That is a very good idea and boosts friendship the longer you have it with you. Eventually (like this takes sooo long) you will be able to visit an orange house in Goldenrod City nearby/behind the Mall/Giant Department Store and speak to the eldest teen in there and she will tell you what your relationship looks like with your Eevee. If it says something like, "You're Eevee is super happy! I loves you a whole lot! You're a great trainer!!" then your Eevee's love/relationship for you is maxed and it can evolve. I recommend puting an everstone on the Pokemon until you receive this message from the lady so you know the times in the day, when it will evolve, and what it will evolve into. Then, from here, you can chose the times (see Serebii for specific times) between late at night and in the day for Umbreon or Espeon, battle a random wild Pokemon or just battle someone, and it will evolve.
This is a very complex thing to do (as I said before) and takes time and effort on the trainer's part. If you aren't really in this for the Pokemon and just need a new battling partner, don't try and get an Umbreon or an Espeon. They aren't tools of war they are partners and take time like bonding with a pet.

If it really likes you, it will have at least 2 hearts) Then train it AT NIGHT.
