It's a notice that you have an expired Xbox Live Gold account, or that you don't have a Gold account.
Sometimes you have to wait 24 hours from renewing to be able to get back on. If you have a Gold account, and your account is current and you still can't get on, then check your account at billing.microsoft.com to see if it shows anything different. If your account was cancelled or is not working, you need to contact support by phone.
