When you get to Dewford town, keep walking upward until you see a man in red. Go west from him and you'll see another red guy near a cave. Go in that cave. The guy in there will tell you that it gets dark again, so you need HM flash. I'm not sure if he gives it to you. But you need to defeat Brawley to use Flash. Keep going deeper into the cave until you come to the same place you started but on a higher level. Look for a ladder, stairs, or exit and go through there, Steven will be waiting! -PF
