They are really rare. If you catch Pokemon in the wild a lot, especially using a pokeradar or something, then you will find one sometimes... but you will have to be very very patient.
If you have the ability to trade with others over wireless, I have seen a lot for trade... you have to trade for soemthing pretty nice though, since they are rare. The only one I have ever caught is a shiny Ditto. He was cute. :)
If you want a shiny masquerain, go to route 229. When you are there, walk to the grass, go up and then right. Keep following the path and you'll see a tiny lake. Surf on it (don't fish) and you'll find nothing but surskits. Keep Surfing and battling them. The longer you battle the same type of Pokemon the quicker you'll get a shiny one. I battled about 10-20 of them and i eventually found a shiny one. The shiny one is dark blue. If you find it, catch it and give it a rare candy (i gave it one) or level it up. Anddd Wallaah! =] You now have a shiny masquerain, it's green. If you wanna do it you WILL need to be patient cause it does get frustrating. Good Luck =]
