Use sweet scent in the grass near the tower and they should appear but be cutios they only appear once in the entire game
Acctually, that's not true. They also appear @ random in the wild, cuz as i was walking, a wild raikou came up to me.

If you picked Squirtle as your starter then you will find Raikou and if you picked Bulbasaur as your starter then you will find Entei. You can find them in the grass and on the water. I'm not sure about caves. P.s. If you trading with other players and get all three starters then you can catch al three of the legendary dogs!!!!!!!
