How do you find legendary pokemon in pokemon emerald?

To find Groundon and Kyogre, you go to the Weather Institute. (After Elite Four).

To find Rayquaza, you go to the top of Sky Tower (After going there once with Wallace).

For the Regis, you must catch a Relicanth and Wailord. After catching them, put Relicanth at the end of your team and Wailord at the front. Then, go to Pacifilog and go towards the tides. Surf to the dive spot (if you miss, just fly back and try again)and dive (you will need dive and surf and dig). Enter the underwater cave and walk to the brail. Read it, then use dig, and wait for an earthquake. After that, return to above water. The chamber doors will be open. Read on to find out how to get each Regi.

Regirock- After doing the above paragraph, go to the Dessert Ruins. Go to the south where you will see a now OPEN door. Enter it and read the brail at the end, then take two steps left, then two steps down, then use rock smash. Ener the door and theres Regirock.

Regice- Do the paragraph, then go to the ruins on route 105. Go over to the braille and press A to read it. Staying next to the walls at all times, do a counterclockwise lap (walking, running, or on your bike) around the entire cave.

Registeel- Do that paragraph like with all regis, then go to the Ruins on route 120. Go over to the braille and press A to read it. Go to the middle of the room and use Flash.

Latios/Latias- After beating the Elite Four, head downstairs. Your mom will ask you about a color. Pick red for Latias OR blue for Latios. You can only get ONE so pick wisely. They randomly appear in the grass, so good luck.
