It is after the elite four, when you go back to Canalave city (the one west of Professor Rown's lab) you talk the sailor on the southwest of town (house with sign on that side near the pier) he will say his child is suffering a nightmare. Talk to him outside, and he will take you to Cressellia's island. you go there, talk with cresselia, but...it will run away and roam Sinnoh. The item it leaves behind cures the child in Canalave city. hope this helped.
