You can either trade for dry drinks (For Pokemon that aren't so crazy about dry berries)
Feed it berries from scour missions or the walker (Need to make sure it has dry flavor to it, so it raises beauty)
Or you can plant the berries to get more of them to try
Also, you can buy Chesto Berries from the store (Not the best to use, though)
To feed berries, go to the berry garden, go the the pouch, then click the berry and select feed to Pokemon.

No, it will not evolve. In order to evolve, Feebas must be at max beauty.
You do not have to give Feebas a Water Stone to evolve it. To evolve Feebas you need to trade it while it is holding a Prism Scale.
Feebas will only evolve with high beauty.
