To evolve Eevee into Espeon, you need to raise it's happiness to MAX. Then, in the daytime raise one level and, POOF here is your Espeon!
You need to make your eevee happy by giving it haircuts/massages etc. The best method is to give it a sooth bell to hold and train it up.
when it is happy enough you level it up and it will evolve.

Eevee will evolve into Espeon in the daytime and Umbreon at night time
