As far as I know, there is no edit town mode in any console versions of The Sims 3. This is only in the PC version.

You can edit your town by going into the options menu (where you save your game etc) and clicking Edit Town. There is also software that is available on the Official Sims 3 website which enables you to create a town from scratch.

If you are talking about the Play Station 2 version of the sims 2 pets, or the PC version of the sims, then yes. You can still edit your home even after it has been built. Hope this helps!
