You can't, sonic 2 XL is a fan hack of the 1992 genesis game Sonic the Hedgehog 2 where the rings are replaced with onion rings, and collecting them will cause sonic to become fat until he can't even move anymore. To play any version of sonic 2 on a genesis, you must get the actual cartridge. If you wish to play sonic 2 XL you must download it on a computer or use a emulator.

How do you get hyper Sonic in Sonic riders?
Hyper Sonic is a more advanced version of Super Sonic, that was only ever in one Sonic game: Sonic 3 & Knuckles for the Genesis, he is not in Sonic Riders or any other Sonic game. As for Super Sonic, you can only get him in Sonic Riders by completing all missions with a gold rank. *trust me it's not worth it, way too much work for the reward*
