I have FS2004 and I would expect that the download procedure would be very similar. If downloading off the internet, then I would:
1. Find the aeroplane you want to download off the internet (e.g. '747 freeware' on Google which would direct you to many sites)
2. If you can, then keep clicking yes, download etc. until you reach the download screen where you have the options of open and save. Click on save.
3. Now this is the first tricky bit! To get the right save folder go into your C Drive:Program Files:Microsoft Games:Flight Simulator:Aircraft, and save it in there.
4. When the download is complete, go into my computer and locate that file. It will probably be an extracted folder, which requires some hard work.
5. Firstly extract all the files. Then create a root folder, preferably with the same name as the extracted folder. It should then work if you click through the folders until you come to the main part (with all the download stuff e.g. texture sound etc.)
6. If this has gone right, once you click on your aeroplane it should come up with those names and a few more. Try your plane on FSX and it should work!

You can only become a tower if you use the fsx multiplayer option. If you join on line flight similator groups such as Virtual Skies, Ivao and Vatsim you will need to download a standalone application that works with the Fllight Sim package
