In order to do the Celebi event in SoulSilver you need a special Event (Fateful Encounter) Celebi which will be available on 7/10/2010 in Japan. (I don't believe that previously given ones will apply...) It WILL work on any language game, though, so you could trade for one after it's been given out, regardless of it's obtained region or your game's region.

If you do have the Celebi in your GameBoy Pokemon Cartridge, then you can migrate it to Pal Park, then trade from Pearl/Diamond to HeartGold/SoulSilver.
