type the boolProp testingCheatsEnabled true cheat in the cheat box. then type moveobjects on. then go to the furniture icon and click the Sim you want to delete. and presto!! you have successfully deleted your Sim. by the way, when u come back u can't hit the reverse button and get your Sim back. it's gone forever.

I don't think you can actually delete a sim but you can kill it. If you let it's health gauge go to red then eventually it will die of malnutrition. Same with kids and teenagers as well as OAP's
If your sim peed there then you have to make the foundation again with some stairs and make a sim of yours mop the puddle up and then its ready to delete!
I don't know about sims 3 mobile but in sims 3 you bring up the cheat box (CTRL+Shift+C) and type in testingcheatsenabled true. Then hold shift and click on the sim you want to delete, and it will say "Objects...". Click on that and from that menu select Delete it.
