If not, you could use Hoothoot (Route 29, Route 30 night only), Pidgey (Route 29, Route 30 Morning and Day only), Geodude (Route 46), Spearow (Route 46 morning and day only), Mareep (Route 32), and any other Pokemon that have types Bugsy's Pokemon are weak to as well.
Also remember that the Pokemon you choose to complete this should be around the same level as Bugsy's Pokemon.
